tag contents for the down group. Possible tags other than empirical, theory, and discussion, might be econometric methods, stylized facts, etc. I.e., we want to capture what the research is providing in meta terms with this tag.

===Process 5a===

We need to fill out the
tags={},

**Defensive/Offensive Patenting
**Oligopoly
**Mutual Non-Aggression/Mexican Standoff/Mutually Assured Destruction
**Willful infringement
**Blocking Patents
**Secrecy
**Pre-emptive Patenting
**Evergreening
**Litigation Insurance
*Industry Commentary
*IPR Reform
**Renewal
**Duration Limits
**Stricter Patenting Requirements
**Creation of New Classification
**Review of Patent Validity
**Balance with Anti-trust
**License to Innovate/Research Exemptions
**Complusory Licensing
**Industry Specific Policy
**Prevent Hold-up/Royalty Stacking
**International Harmonization
**Change to Nature of IPR
*Private Mechanisms
**Pools
**Clearinghouses
**Collectives
**Licensing
**Cross-Licensing
**Regime Selection
**Standards
**SSOs
**FRAND
**Litigation
**Patent Intermediaries
**NPEs (inc. Trolls)
**Joint Ventures
**Shared Platforms
**Open Source
*Effects on Academic Research
*Complements
*Substitutes
*Sequential Innovation
*Cummulative Innovation

If a second level tag is included then the corresponding first level tag should be included too. That is if the 'Pools' tag is used then the 'Private Mechanism' tag should be used too.

===Process 6a===

For each paper in the [[PTLR Core Papers]] list, we need to go through and check their 'core' papers are a subset of ours. Thus, if some paper in the list makes a statement like:
:''"X (yyyy) provides empirical evidence of the existance of patent thickets"''
or
:''"X (yyyy) provides the seminal model of a patent thicket"''
then we need to check that X (yyyy) is included in our list of core papers. Essentially, we need to check the lit review sections of our core papers. [[Hall (2012) - A Study Of Patent Thickets]] has already been checked.
