McNair Center research shows that in a typical congressional session, less than 2\u00a0percent of legislation introduced is relevant to E&amp;I issues. As of March 23, three of the <a href=\"https:\/\/www.congress.gov\/search?q={%22source%22:%22legislation%22,%22congress%22:[%22115%22],%22bill-status%22:%22law%22}\">ten\u00a0bills<\/a>\u00a0that have become\u00a0law during the 115th Congress\u00a0directly address entrepreneurship and innovation.<\/p>\n<p>A focus on\u00a0entrepreneurship and innovation issues does not alone make for effective policy. Of the three E&amp;I bills that have become law, only one, the\u00a0Tested Ability to Leverage Exceptional National Talent (TALENT) Act supports a proven program, the Presidential Innovation Fellows. The other two laws, the Promoting Women in Entrepreneurship Act and the Inspiring the Next Space Pioneers, Innovators, Researchers, and Explorers (INSPIRE) Act, are devoid of meaningful changes to public policy.<\/p>\n<h3>TALENT Act: Codifying a Proven Program<\/h3>\n<p>The <a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/BILLS-115hr39enr\/html\/BILLS-115hr39enr.htm\">TALENT Act<\/a> is the most likely of the three bills to have real world impact. This bill, sponsored by Majority Leader Kevin McCarthy (R-CA23), codifies the <a href=\"https:\/\/presidentialinnovationfellows.gov\">Presidential Innovation Fellows<\/a> program begun as an executive order under President Obama. This bill was part of McCarthy\u2019s <a href=\"https:\/\/innovation.majorityleader.gov\/about\">Innovation Initiative<\/a>, a suite of legislation introduced in the 114th Congress. In an interview with <a href=\"http:\/\/fortune.com\/2016\/11\/08\/data-sheet-kevin-mccarthy\/\">Fortune<\/a>, McCarthy described his goal for the initiative as, making government &#8220;effective, efficient and accountable.&#8221;<\/p>\n<p>The McNair Center&#8217;s\u00a0<a href=\"http:\/\/mcnair.bakerinstitute.org\/blog\/obama-white-house\/\">Julia Wang<\/a>\u00a0explains that\u00a0Innovation Fellows are embedded in government agencies, working to effect internal change. Projects include making information about clinical trials for cancer drugs available to patients in a searchable website as part of the <a href=\"http:\/\/mcnair.bakerinstitute.org\/blog\/patents-cancer-moonshot\/\">Cancer Moonshot<\/a>, developing an interagency <a href=\"https:\/\/presidentialinnovationfellows.gov\/projects\/child-welfare-product-hub.html\">data portal<\/a> for child welfare and creating <a href=\"https:\/\/fcw.com\/articles\/2014\/09\/16\/uncle-sams-list.aspx?s=fcwdaily_170914\">Uncle Sam\u2019s List<\/a>, which enables government agencies to in-source services from other federal agencies.<\/p>\n<h3>Promoting Women in Entrepreneurship and Innovation<\/h3>\n<p>The lag in women\u2019s participation in entrepreneurship and innovation is a matter worthy of public policy attention as the McNair Center&#8217;s\u00a0<a href=\"http:\/\/mcnair.bakerinstitute.org\/blog\/wanted-more-women\/\">Tay Jacobe<\/a> details; however, the <a href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/house-bill\/255\/text?format=txt\">Promoting Women in Entrepreneurship Act<\/a> and the <a href=\"https:\/\/www.congress.gov\/bill\/115th-congress\/house-bill\/321\">INSPIRE Act<\/a> do little to address these issues.<\/p>\n<h3>Women in the NSF I-Corps<\/h3>\n<figure id=\"attachment_1302\" aria-describedby=\"caption-attachment-1302\" style=\"width: 400px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1302 size-medium\" src=\"http:\/\/mcnair.bakerinstitute.org\/blog\/wp-content\/uploads\/2017\/03\/nsf-i-corps-oct-20111-400x267.jpg\" alt=\"nsf-i-corps-oct-20111\" width=\"400\" height=\"267\" srcset=\"https:\/\/www.edegan.com\/articles\/wp-content\/uploads\/2017\/03\/nsf-i-corps-oct-20111-400x267.jpg 400w, https:\/\/www.edegan.com\/articles\/wp-content\/uploads\/2017\/03\/nsf-i-corps-oct-20111.jpg 936w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><figcaption id=\"caption-attachment-1302\" class=\"wp-caption-text\">The 2011 pilot I-Corps program was a mixed gender group, although women do appear to be in the minority.<\/figcaption><\/figure>\n<p>The Promoting Women in Entrepreneurship Act directs the <a href=\"https:\/\/www.nsf.gov\">National Science Foundation<\/a> to \u201cencourage its entrepreneurial programs to recruit and support women.\u201d The NSF\u2019s premier entrepreneurship program is the Innovation Corps (<a href=\"https:\/\/www.nsf.gov\/news\/special_reports\/i-corps\/\">I-Corps<\/a>). I-Corps uses Steve Blank\u2019s <a href=\"https:\/\/steveblank.com\/2011\/12\/20\/the-government-starts-an-incubator-the-national-science-foundation-innovation-corps\/\">Lean\u00a0Launchpad<\/a>\u00a0method\u00a0to train NSF-funded scientists to turn their research findings into entrepreneurial ventures. Scientists who successfully complete the I-Corps program can receive additional support for their ventures. NSF\u2019s Small Business Innovation Research\/Small Business Technology Transfer (<a href=\"https:\/\/www.nsf.gov\/eng\/iip\/sbir\/home.jsp\">SBIR\/SBTT<\/a>) programs financially support I-Corps.<\/p>\n<p style=\"text-align: left;\">When the bill was <a href=\"https:\/\/www.c-span.org\/video\/?407099-101\/us-house-legislative-business&amp;start=4040&amp;transcriptQuery=women\">debated<\/a>\u00a0during the 114th Congress, the bill&#8217;s sponsor, Representative\u00a0Elizabeth Esty (D-CT5), and the bill\u2019s cosponsors did not present any evidence that the current NSF programs were failing to enroll women scientists and engineers. A picture of the 2011\u00a0pilot\u00a0I-Corps program\u00a0on Steve Blank\u2019s <a href=\"https:\/\/steveblank.com\/category\/nsf-national-science-foundation\/\">blog<\/a> shows a mixed gender group, although women do appear to be\u00a0in the minority.<\/p>\n<p>Several premier research universities, including <a href=\"http:\/\/news.rice.edu\/2014\/08\/26\/rice-ut-and-am-form-nsf-hub-to-move-ideas-to-marketplace\/\">Rice University<\/a>, host I-Corps programs.\u00a0The federal government requires that all participating universities are in compliance with <a href=\"https:\/\/www.justice.gov\/crt\/overview-title-ix-education-amendments-1972-20-usc-1681-et-seq\">Title IX<\/a>, which\u00a0prohibits sex discrimination in educational programs, in order to receive funding.<\/p>\n<h3>Hidden Figures No More: Women in STEM at NASA<\/h3>\n<p>The INSPIRE Act directs NASA to continue support of three current initiatives. All of these programs seek to encourage girls and young women to pursue careers in STEM. Two of these initiatives<span style=\"font-weight: 400;\">\u2014<\/span><a href=\"https:\/\/women.nasa.gov\/nasagirls\/\">NASA Girls and NASA Boys<\/a> and <a href=\"https:\/\/women.nasa.gov\/a2i\/\">Aspire to Inspire<\/a><span style=\"font-weight: 400;\">\u2014<\/span>provide interested students with virtual contact with NASA mentors. The third<span style=\"font-weight: 400;\">\u2014<\/span>the Summer Institute in Science, Technology, Engineering, and Research (<a href=\"https:\/\/www.nasa.gov\/content\/summer-institute-in-science-technology-engineering-and-research-sister-program\">SISTER<\/a>)<span style=\"font-weight: 400;\">\u2014<\/span>is a week-long program for middle school girls at Maryland&#8217;s\u00a0Goddard Space Flight Center.<\/p>\n<p>Sponsored by Representative Barbara Comstock (R-VA10), this legislation\u00a0directs NASA to continue supporting these programs, but does not mention expansion. The INSPIRE Act did not appropriate funds to support these programs, but funds were appropriated for NASA&#8217;s Office of Education in the agency&#8217;s fiscal 2017 budget, which became law on March 21.<\/p>\n<p>President Trump&#8217;s <a href=\"https:\/\/www.washingtonpost.com\/national\/health-science\/nasa-budget-would-cut-earth-science-and-education\/2017\/03\/15\/c08e1e2c-0997-11e7-93dc-00f9bdd74ed1_story.html?utm_term=.9d7a98bddb8b\">budget<\/a>\u00a0proposal for fiscal year 2018 eliminates\u00a0funds for the\u00a0<a href=\"https:\/\/www.nasa.gov\/offices\/education\/about\/index.html\">NASA Office of Education <\/a>, although NASA Acting Administrator <a href=\"https:\/\/www.nasa.gov\/press-release\/nasa-acting-administrator-statement-on-fiscal-year-2018-budget-proposal\">Robert Lightfoot<\/a> promises that the agency will\u00a0 &#8220;continue to use every opportunity to support the next generation through engagement in our missions and the many ways that our work encourages the public to discover more&#8221; even if funds are not appropriated for the Office of Education.<\/p>\n<p>The INSPIRE Act requires NASA to submit a plan to Congress on outreach to women. This will\u00a0encourage communication between female K-12 students and retired astronauts, scientists, and engineers. In the <a href=\"https:\/\/www.gpo.gov\/fdsys\/pkg\/CREC-2017-01-10\/html\/CREC-2017-01-10-pt1-PgH270.htm\">floor debate<\/a>, both Comstock and cosponsor Esty cited the importance of visible role models in motivating \u00a0young women to pursue STEM.<\/p>\n<p>Nonetheless, the bill&#8217;s narrow scope will limit the effects of the INSPIRE Act. If Congress removes\u00a0NASA Education Office funding in fiscal year 2018, INSPIRE, which received bipartisan support, will only result\u00a0in\u00a0a report on educational activities that the agency would have difficulty funding.<\/p>\n<h3>Impact<\/h3>\n<p>All three acts passed Congress with bipartisan support. This suggests a shared interest in furthering government innovation and expanding access to careers in entrepreneurship and STEM. This support also implies that political leaders are prioritizing\u00a0action on the rapidly expanding high-tech, high-growth sector. This sector now accounts for one fifth of the U.S. economy.<\/p>\n<p>Would Congress be willing to go beyond the limited scope of these bills to effect truly innovative public policy? Past\u00a0congressional sessions have devoted little attention these issues.
