2/15/2017: 10:00-12:00: Finished [http://mcnair.bakerinstitute.org/wiki/Enclosing_Circle_Algorithm Enclosing Circle Algorithm] applied to the VC study. Enclosing Circle algorithm still needs adjustment, but the program runs with the temporary fixes.
2/16/2017 14:30-17:45: Reworked [http://mcnair.bakerinstitute.org/wiki/Enclosing_Circle_Algorithm Enclosing Circle Algorithm] to create a file of geocoded data. Began work on wrapping the algorithm in C to improve speed.
