03/24/2017 - created ptoassignee_current table by creating a series of 5 other tables.
03/28/2017 - created ptoassignee_currentusa table, cleaned documentids. began working on patentmsa table by looking at string-to-array functions. was unable to make code work but have a direction moving forward. checked that ptoassignee_current had taken most recent recorded_date for the patents.
