The /bulk directory should already exist from installation, so change the owner of the directory:

$ sudo chown nobody:nogroup /bulk

Then restart samba services:

$ sudo restart smbd

$ sudo restart nmbd

Then you can try using any Windows Explorer window to check if the file server is set up correctly.
