After doing this the login would give a local desktop but neither the keyboard nor mouse worked. I'm going to try tried uninstalling and reinstalled the keyboard-configuration again.
apt-get remove keyboard-configuration
apt-get install keyboard-configuration
shutdown -r now
But that just put me back where I was: with a login loop problem.
